Hi David,

In my humble opinion, you should of course proceed and improve the data
if it is clear to you how it should be fixed.

Just keep in mind that PAHO (Pan American Health Organization) is
maintaining a Master list of Haiti Health Facilities (as indicated in
the wiki), including unique identifiers, that tries to reflect the
common knowledge of involved organizations, and that is used by several
organizations.

So I suggest that you submit/report the duplicates that you find on
http://sites.google.com/a/netspective.org/haiti-health-facilities/home
(as I have been doing personally), so that it hopefully gets taken into
account for the next versions.

A difficulty is that sometimes the "best candidate" for a duplicate
facility from a location point of view might have obsolete information
attached, like its pcode (the internal code used by the Haitian
Ministry of Health), while another candidate that with a "non-sense"
location might have otherwise more recent and sometimes better
information attached.

Before sending, I see that Karl has already given the authoritative
answer. Maybe you'll find additional information here.

Best regards,

Jean-Guilhem

Sorry if I am missing the point here. Am I right in thinking
that those overseeing the import of hospitals do not want mappers to
clear up obvious duplicates in OSM?

(e.g., in Jacmel).

Secondly, is there a reason why most of the names are in all
caps in OSM, even though this is not the normal convention for names in
OSM?

Normally I would just go ahead and fix these things, as I would
for any other imported data in OSM (that is why, even where OSM has
imported data, it is often better than the imported data, due to
clean-up by OSMers). So please do flag up if there is a good reason not
to!

Thanks
