I am by no means an osm guru, but at least I have a theory on what
you are seeing.<br>
<br>
We have two kinds of administrative areas two levels under the
country level.<br>
<br>
"járás" was/is in use before 1983 and after 2013.<br>
<br>
"kistérség" was in use between 1994 and 2014.<br>
<br>
Their boundaries do not match, and there was a period when both of
them were in use.<br>
<br>
For the time being you should use the "járás" ones.<br>
<br>

and different Shapes.<br>

That is the same all over Hungary. The Al7 boundaries are
twice with different shapes but the same tagging. I can't
decide which one to use for my Boundary Maps application. (<a

and as result: All AL7 and higher (Cities, Villages, ...) are
not available for download, mapping, creating shapes, ....<br>
<br>
I think there are two types (views) of AL7 in Hungary, but <b>there
must be different tags to separate them</b>.<br>
<br>
Adding something like boundary_type=* would help.<br>
