There is no additional requirement and moreover there is no
need to contact upstream about this. As you can see in the
same page there are many other sources originally licensed
under the CC-BY license.<br>

The odd thing is that the Municipality of Turin also add this
statement - which IMHO is not compatible with the CC-BY

I was using this as an example. The need for direct attribution is
stated explicitly in the licensing texts coming with the data, and
is also central to the CC-BY license (that's the BY in it) - I don't
really believe that the method you propose - to simpy put them on
the contributors page - is sufficient. OSM has to be very careful
about these things! We can't afford to have legal trouble with
government bodies. Are you certain about this issue?<br>
