There is a local regulation by Korean government that national security sensitive facilities/buildings (defined by government's discretion) must be removed from the maps and imagery. Someone seems to apply the regulation to the OSM data. I clearly understand Max's note that "If a building is visible on aerial imagery, then it may be mapped in OSM, no matter whether it is in a security area or not". </div><div><br></div><div>However, I'm concerned that there exist attempts of extending to apply the local regulation even to OSM database. </div><div><br></div><div>Upon Max's questions,</div><div><span style="font-family:geneva,helvetica,arial,sans-serif"><i>1. what are good tools to find more of this?</i></span></div><div><b>> No idea</b><br style="font-family:geneva,helvetica,arial,sans-serif"><span style="font-family:geneva,helvetica,arial,sans-serif"><i>2. what are the right steps to do if vandalism like this is detected?</i></span></div><div><b>> Sending warning message for the first time and revert the changesets. At continued deletions, blocking the mapper from the access. I may last for the time being. The removed buildings have no relevance with Vworld. It is because that Vworld imagery is under strict control of the local regulation which had already censored the security sensitive building footprints. Hello, in this changeset you deleted y couple of buildings and your comment says that you deleted them because they are in a security area. However, OSM does not generally respect specific national security interests with regards to mapping. If a building is visible on aerial imagery, then it may be mapped in OSM, no matter whether it is in a security area or not. Deleting such a building, as you have done here, can be interpreted as an act of vandalism on OSM. Please don't do that.<br>

thank you for writing. I will investigate the issue. It is however possible that some of the data you now see removed was also removed by us because users had illegally traced building footprints from "vworld" imagery. I'll keep you posted.<br>

I have undeleted the edits. It appears that the NIS HQ has a couple geometry problems (intersecting outers), maybe someone can have a look at it. The user hasn't deleted more "sensitive buildings" since I commented on his deletion of the NIS HQ so I hope he's got the message. If further deletions should occur, please notify me.<br>
