<div>As the political situation in Venezuela continues to
decline, HOT has Activated to help prepare for the
influx of refugees into Colombia.</div>

<div>Due to the difficulty of mapping this densely
populated city, and some pre-existing errors from prior
mapping,<b> this project is only for advanced mappers
using JOSM</b>, who should be aware to preserve by
amending, rather than deleting, existing mapping.</div>
