Yes, that would cover technical part of suggesting (if it was
implemented in main editor - JOSM).
iD is already notorious for suggesting changes (sometimes incorrect
ones) pushing mappers to do changes which they do not understand which
is wrong in principle.
Therefore we would need:
1. Knowledge part - info in wiki, as suggested by me. So that people
can read and learn.
2. Technical part - something suggested by Rihards.
3. QA rule to homogenise dataset and keep it clean. Maybe this could
even be moved to autocorrect rules...
