            is open data, it's not CC BY, it has it's own terms of use

            this case is attribution, which can easily be accomplished
            by attribution in the source tag of the imported data. We've
            already clarified this with the government and with the
            institution issuing most of the data (INEGI). <br>

                    better way to go about this. If a paper trail is
                    needed (and I'm not convinced it is) it might be
                    easier to obtain a simple letter that states that it
                    is the government agencies understanding that their
                    license is consistent with use by OSM.</p>
