<br>On JOSM, select Way 1 by clicking on a the line between 2 nodes (not on the nodes) to select the way then similarly while pressing shift, select Way 2.  Then either press "C" or select the menu:  Tools / Combine Way<br>

On OSM try selecting "Way 1" then press the "Shift" key on the keyboard and select the remaining ways to combine them.<br>
