<div dir="ltr"><div><div>Actually, the international community does discuss if things are appropriate to be added into the OSM database or not. OSM's free-form tagging allows most things to be added. While we do welcome people joining to contribute to OSM, not everything that *can* be added <br>
</div>*should* be added.<br><br>For example, while we tag the cuisine=* of amenity=fast_food and amenity=restaurant POIs, I don't think we need to add the whole menu, or even if the restaurant accepts credit cards, or has gluten-free meals, or provides a toilet for PWD. These type of information is definitely appropriate for a restaurant directory website, and what OSM should provide is the geographic information (coordinates, address) and some basic information.<br>
<br></div><div>Going back to the tagging convention for the DOH code, if we all agree that the DOH code is the "primary ID" for Philippine hospitals, then that means using the basic ref=* tag or even nat_ref=* tag should be enough. As much as possible, we should use basic tags used by the international community instead of inventing our own tags.<br>

<div dir="ltr"><div class="gmail_extra">My understanding is that you only add another term to the key name (ref=* --> ref:isil=*) if it is highly likely that some other ID or coding system has a higher priority for the basic ref=* tag.<br>
<br>For example, I think each World Heritage Site has an assigned reference code by UNESCO. For example, Tubbataha Reefs Natural Park has the reference code 653bis[1], but we should probably not tag it as ref=653bis because the national park may have its own coding system in the Philippine Government. So the tag could be ref:whc=653bis as proposed[2].<br>
<br></div><div class="gmail_extra">On the other hand, we have many basic ref=* keys such as:<br><br>- int_ref=* (international)<br>- nat_ref=* (national)<br>- reg_ref=* (regional)<br>- loc_ref=* (local)<br>- etc.<br><br>
So we could also tag Tubbataha as int_ref=653bis.<br>

The only advantage I can see with using ref:doh=* is that its meaning is easier to understand. But that can be easily addressed with proper PH tag documentation in the OSM Wiki.<br>
