I've just visited easter samar and I think the roads should be primary<br>
and trunk.  I've gone ahead and edited them.  I didn't touch any of<br>
the relations tag.<br>
In my view, even if its categorized by DPWH as secondary, the function<br>
is still primary and some are trunk.<br>
