wikipedia page says:
"The Portuguese postal code (código postal) is formed by four digits,
a hyphen, then three digits, followed by a postal location of up to 25
characters in capitals."

If one searches for a postal code in the Portuguese post office page,
which is also linked in the wikipedia page, one gets exactly the
scheme mentioned (NNNN-NNN LOCATION).

The wikipedia page also says:
"Note that, although the regions' names are connected the (extinct)
1936 provinces of Portugal, their limits (with the exception of
Algarve) are not exactly the same."

I don't know if this still holds true, also this year there was a
reorganization of parishes (1), I don't know how that changes the
relationship between administrative areas to postal codes but I
suppose that should be taken into account/looked into.

(1) Some parishes were merged and given a new name. That I know of
there are no more changes planned in the short term, but I don't know
if we've seen the end of it as the change was somewhat controversial.
