I have been doing more and more with qgis and am heading for being able
to diff MassGIS layers and data in OSM that seems like a layer
(e.g. buildings, roads). No real time estimate, but I feel like over
the last year I've gotten more clueful with qgis.

I read the gisette, and I wonder which MassGIS data in particular you
are wondering about diffing? The layers I'd want to compare are:

master address database
buildings
roads

and then secondarily

libraries, schools, hospitals, police/fire, etc.

culverts (MassDOT)

and probably much harder

open space
hydrography
