I see from the notes that Charlotte suggested going into an area with
an established community. I would like to throw out the idea of the
opposite approach. It might help to jump start activity in an area
that is currently inactive by having the SOTM there. <br>

it's an interesting idea, but putting these things on takes a critical
mass of volunteers.<br>
trying to use it to jumpstart an area would be difficult if not
impossible, certainly high risk.<br>

i would not attempt to lead a bid for Albany, NY, there don't seem to
be enough active mappers<br>
