Anyway, Cook County was defined in 1874 to include the water to the state line: <a href="http://books.google.com/books?id=juwkAAAAYAAJ&pg=PA116" target="_blank">http://books.google.com/books?<u></u>id=juwkAAAAYAAJ&pg=PA116</a> and <a href="https://www.revisor.mn.gov/statutes/?id=2.01&year=2011" target="_blank">https://www.revisor.mn.gov/<u></u>statutes/?id=2.01&year=2011</a> says that it hasn't been amended since then.<div>
