I couldn't find any Kentucky State Routes that are in the 4000's and 5000's. So, you should be able to get away with just doing the 6000-series shields. As far as I can tell, currently, they only go up to KY-6334 (per <a href="http://bunkerblast.info/roads/sric.html">http://bunkerblast.info/roads/sric.html</a>). Now, not all of these 6000-series highways are posted, so, I would just create shields in the range of 6000-6500.
