With James' proposal to change `ref` to `ref:penndot` (or something even more explicit like `ref:penndot:quadrant`), there's no need for disambiguation. A prefix of "PA" isn't going to solve the problem of mappers conflating PennDOT's two networks either.<span class="HOEnZb"><font color="#888888"><br>
