characteristics than what the NHS has it listed as. Let's keep things<br>
the way they have been with motorway being controlled access, trunk<br>
being expressway and everything below that roughly subjective based on<br>
network, size and character like we have been. It works. Well, save<br>
for motorway, people tend to extend that to at-grade intersections<br>
when that really violates the definition of a freeway in the first<br>
place, but close enough.<br>
