Some of the recent threads, particularly on the Dev list have
re-emphasised one of the existing problems with OSM.  All the
responsibility and authority is still in Steve's hands, and this is the
bottleneck that we are at so far as getting things done quickly. 
As Tom pointed out on the Dev list, this situation is unlikely to
change over the next few weeks as Steve is going to be away a
lot.  Forming the Foundation will allow us to get far more done
and spread the burden more equally between us.<br>

To fill in the gaps from the Foundation Wiki page:<br>

* How about a voting period of 5 days, with voting closing at 11.59 on Friday 16th June? <br>
<br>
* For an address for preliminery membership, we will probably want a PO
Box.  We need to have an intermediate address though, does anyone
have a PO Box or other address they could volunteer?<br>
<br>
* Are there any voting precedures in place at the moment?<br>
<br>
I'll ammend the Wiki as to the number of voting days when we get some kind of a consensus on the mailing list.<br>
