Yes - I converted some coastal stuff to use with Mapnik. The best (easiest) way I have found to convert to OSM is to load data into PostGIS and then use a ruby script to read into an OSM MySQL db. This is slightly long winded but is reasonably fast. The script I used was a one-off customised for a particular dataset. If there is interest in importing stuff from pgsql into OSM, I'll take a look and ammed it.

As for VMAP - I'm sceptical as to the benifits of its use. I think its ok for coastlines and lakes, good for city names and city outlines (as seen on Mapnik), but I've seen how long it takes to re-align VMAP road data to aerial imagery, and I dont think its worth it. VMAP can be way, way out - 100s of metres - which just causes confusion when someone comes along with their GPS trace and wonders whey the existing OSM data isn't there. For these reasons I think OSM is better off with nothing than VMAP roads and railways.
>
> The coast_upload.pl script is a starter if you want to convert
> ESRI Shapefiles to OSM format. Some coding required, though.
> Is the VMAP0 data in Shapefile format?

It's not. But one can use ogr2ogr compiled with VPF support to convert
it. Alternately, you can get em from here:

http://frederic.cs.dal.ca/pub/STDW/VMAP0/

You might want to talk to Nick Black, since it seems like he's been
