i'd like to make a proposal for landuse=surface_mining<br>

there are vast areas of land which are used for extraction of mineral<br>
resources (lignite/uranium/bauxite/gravel/sand) near the surface.<br>

we currently don't have an appropriate tag for these areas and these<br>
areas are just "holes" on our map.<br>

landuse=quarry is something similar but only covers stones as resources,<br>
as a consequence it would be depriciated as landuse=surface_mining is a<br>
