When pondering this earlier today I realised one of the fundamental ambiguities is:<BR>

Is freedom/openness enforced on the dataset *itself*? Or<BR>
Is freedom/openness enforced on your right to *use* that dataset?<BR>

I'd always assumed the second option.<BR>
