Yes, it is part of the import process, as it's the main preparation
of the import.<br>
When we "import" a list of facilities we get from a third party,
e.g. the fuel station import last year, most of the time the raw
data is not fitting to osm needs very well.<br>
Most of the time there's some kind of preprocessing, be it manually
or automatically - and if it's done by a bot that bot usually has to
be developed, too.<br>
All this is part of the import process IMHO, yes.<br>

It was said that there are new versions every few years. Do the old,
then outdated versions stay there?<br>
Apart from that while OSM basically has English as the lingua
franca, I think it's a bad idea to rely on French only for
documentation - inside osm as well as for outside documentation like
cadastre.gouv.fr.<br>
