I just learned that the main API does allow empty tag values, e.g.<br>

However, JOSM does not allow to set empty tags (it removes the tag instead),<br>

handle empty tags too.<br>

Should empty tags be allowed? Or should empyt tags silently treated as the tag<br>
being absent?<br>
