<p>And sometimes it matters, and sometimes it doesn't. For boundaries between higher-level administrations with highways responsibility, it matters. District Councils and Civil Parishes (in the UK) for example don't usually have highways responsiblities, so won't matter *in this case* whether the boundary is the centre line or an "edge" or some random wiggle between two points. A County boundary on the other hand would be significant.</p>
