You can download all of Europe [2] or just the countries you are interested in. I used my Garmin eTrex 20 in Costa Rica with great results. You can load OSMAnd+ which allows you to download specific countries for offline use. I use my old Nexus S for that as well as Mapillary. You don't need service. The gps works and you can use wifi to download updated maps.
