    You can download in one session, just remember to save it to the
    local storage. <br>
    Edit, even while off line, in another session, again remember to
    save it to the local storage. <br>
    And then upload in another session, you run the risk of conflicts
    with any other edits that have taken place between the saving of the
    OSM data and the upload to OSM. <br>
