What you are seeing is a side effect of badly/blindly importing data<br>
and possibly without a proper discussion.<br>

OSM already had <a href="https://www.openstreetmap.org/way/28420555" rel="noreferrer noreferrer" target="_blank">https://www.openstreetmap.org/way/28420555</a><br>
The user who did import the overlapping data should have seen this.<br>
<br>
The user needs to be contacted, as it seems that he is still importing data.<br>
