    The addition contained valid data which needed amending, not
    deleting, in order to improve the quality of the OSM database.<br>

    If an account does not edit, it lies there, dormant. It doesn't
    broadcast anything therefore it can't be advertising.<br>

    Companies are allow to add data of the outlets. It improves the OSM
    database quality. Here In the UK someone from Hilton regularly
    updates their hotels. <br>
