for beginners so just adding something like "Please do not change any
existing highway tags" should work well.<br>

Highway classification in areas you do not know well is quite difficult,
it may make sense for new roads to guess a class, but the instructions
should mention and put emphasis that you shouldn’t change existing
(possibly tagged with local knowledge) highways unless you are familiar
with the place on the ground.<br>
