forest then this is exactly how it should be mapped. Multipolygon
relations are used to describe any swiss-cheese-like shape. The
ways which define the outer contour get the 'outer' role and the
ways which describe the holes receive the 'inner' role. Each of
the outer contour and holes may consist of several ways provided
they do not overlap. The OSM wiki page <a
