I agree with unclassified, unknown, and undefined as they are all coming <br>
from editor errors around the world, and removal will help prevent them <br>
while not removing useful information.<br>

I disagree with "no data", because the only use seems to be from an <br>
import that was never discussed, and if that is resolved the tag will go <br>
away.<br>

"unspecified" seems associated with some HOT organized editing from 2012 <br>
and 2017. Can we have HOT fix the data, as there's other issues with the <br>
tags used.<br>

"Unspecified" doesn't seem worth automatic rules for two occurrences.<br>
<br>
<br>
What software do you intend to use to do the edit, and how often do you <br>
plan to re-run it?<br>
