<p><a href="https://github.com/openstreetmap/osm2pgsql/commit/af61cae" class="commit-link"><tt>af61cae</tt></a> is from December 2012, so that's probably related. I don't run osm2pgsql on Windows so I can't suggest a download location, but you need a more recent version.</p>

<p>That version might be old enough that it doesn't support 64-bit node IDs, which would cause all sorts of problems.</p>
