<p>OSM xml has by definition only a precision of 7 digits (that's the precision the OSM main database uses, the coordinates need to fit into 2 32bit values) and osm2pgsql uses the same precision. This is a very fundamental assumption and cannot be changed. You need a different file format and tools.</p>
