<p>There are too many moving parts involved in an import of OSM data to give you a 100% guaranteed-to-work answer. And as mentioned before, you have a moving part that very few people have experience with, which is Windows. You'll have to tweak your system for your use case but there is tons of good advice in this issue to get you on the right track.</p>
