The dev list is probably a better place to discuss this, but there are
regular diffs:
http://planet.openstreetmap.org/minute-replicate/
Osmosis can help you download everything in order, and even convert it
for you if you need it to.
Don't abuse the API by fetching all the changes from it, the diffs are
there for a reason.
