The OSM tools used by now are not from "us", they are from the people
programming loadstone-gps and their contributors.
The instructions are found on http://www.loadstone-gps.com .
You are probably talking about the loadstone converter, which is found
at "tools" as far as I remember.

Since both, Loadstone point exchange and OpenStreetMap are worldwide
projects, that's OK.

You will have to follow the instructions on the loadstone point exchange
website for loadstone point exchange.
For OSM there is no process yet, just mail them to me.

If you want to add your landmarks to OpenStreetMap yourself in an
offline tool, you should have a look at JOSM:
http://wiki.openstreetmap.org/wiki/JOSM . Watch out, this program is not
optimized at all for visually impaired persons. I have no idea if you
can use it. Give it a try. 
You might want to have a look at the map on http://www.openstreetmap.org
first to see how complete Johannisburg already is.
