I think that many if not most people will agree with you that it is
desirable to map sidewalks as distinct ways. The discussions arise if
tags established for different features (highway=footway) are promoted
for this. By this redefining of the meaning we loose information for
already tagged object in the db. Why not use a new tag,
highway=sidewalk for instance? Even something that is not "highway"
might be OK (as separate "highway"s should be separate carriage ways).

btw: There is also a relation proposed (type=area) which can deal with
many issues regarding barriers, kerbs, lowered kerbs and sidewalks.
