[Accessibility] sidewalk scheme & layer for accessible routing

Hi,

thanks for finally writing a proposal for explicit sidewalk tagging!

I'm also doing a lot of explicit sidewalk mapping. Therefore I have
written a JOSM Map style ("Wheelchair Routing Attributes") and a preset
("Sidewalks, kerbs and entrances 4 wheelchair users"). They are
available via JOSM preferences.

Do you also plan to include a tag for lateral incline of ways? I've
written a proposal on that¹, but didn't have time to work further on it.

I've written some OSRM routing profiles² for wheelchair routing (normal,
electric wheelchair, for athletic users). I've set up a small OSRM demo
instance³, with data from my home-town of Graz.
