[Accessibility] Mapping “turning nodules” in pedestrian crossings

Based on reading
https://www.radixtactile.com/rotating-cone-tactile-equipment/ it appears
that the term "rotating cone" is used by the vendor to describe that
indicator.
So maybe then it would be most accurate to use a subtag
traffic_signal:rotating_cone
