Hey Clifford & Martin - this is great stuff - the simple 3d mapping tagging makes enough sense to start with. I'm going to be getting a stack of data tomorrow and i'll see how that looks...
next question - if i am able to open source the indoor data what is the best open repository for this information / is there a best open repository for ADA wayfinding?

I like this project. It fits in with the sidewalk mapping we are doing along with the work of the University of Washington's Taskar Center for Accessible Technology. I'd love to get updates on how you are solving the indoor mapping problems.
As for DXF, I'd suggest using QGIS to convert DXF to either a shapefile or geojson for use in JOSM. I haven't used QGIS with a DXF but QGIS should handle it and allow conversion to either a shapefile or geojson. A shapefile can be converted to a .osm for use with JOSM, but I think it would be easier to bring either the shapefile or geojson into JOSM as a layer.
As for stairs, I'd suggest looking at the Simple Indoor Tagging wiki [1]. You might also want to talk to Nick Bolton, UW Taskar Center, about how he uses elevators in buildings as part of his wheelchair routing tool, AccessMap.io. I'm Cc: Nick to the discussion.
