Hello Chris,
After asking around among our users for software that matches your
description, I think I found something that might interest you!
It is a flight simulator game called Eurofly.
Have a look at the tutorial from the developer himself, where he explains
how to move around the in-game world map. As I understand it, this is what

Here are a couple useful links for you :
- The developer's home page : https://eurofly.stefankiss.sk/
- You will have to choose between Eurofly 1, 2 and 3 (which is in beta).
Let's assume you want the latest beta version :
- You should be able to download the Eurofly 3 beta from this page (it
seems to only be available for PC):

I have not managed to find any confirmation that the real-world atlas data
comes from OpenStreetMap, but my guess is that it probably does!
