[Announce] new anti-vandalism features

i'm pleased to announce that a significant part of OSM's
anti-vandalism effort has gone live.
we now have the ability to temporarily block destructive bots or
vandals from the API, or until they log-in to read a message. this
feature exists as an extreme response to give breathing-space so that
problems can be resolved and damage to the map repaired. the first
step in any suspected destructive activity should still be to contact
the user and start a dialogue.
this means there are new links on the user page to see all the blocks
a user has been given and, if the user is a moderator, all the blocks
they have given out. currently both of these should be empty, as we
don't have any moderators or blocks yet. the Data (Vandalism) Working
Group will be meeting soon to discuss this new functionality and the
best way to put it to use.
