[Design] Banners on the Front Page

There is precedent for non-OSMF events appearing on osm.org (and I imagine
the reason why the pull request was made in the first place). An ad for
State of the Map US 2012 was placed on osm.org 17-Sept 2012 [0], slightly
less than one month before the event.
