[Design] Banners on the Front Page

I think we should get the SotM banner up as soon as possible.

Presuming we have the SotM banner up, and presuming that we decide that we
want to have a banner for a local chapter event as well; is it feasible to
use the local chapter banner instead of the SotM banner, for 5% of visits
from the local geodns?
