[Design] Banners on the Front Page

Great, working with Saman here on an update to the open pull request [1].
We'll do a carousel where we show Birmingham's ad [2] first, then SanFran
[3], alternating every 5s in as unobtrusive a way as possible. Both linked
to their corresponding conference sites. I hope this works for everyone.
Update + screenshot coming in a bit.
