[Design] Banners on the Front Page

Discussed this with CWG. I don't think RichardW was too happy about it, but we did sort of agree that the latest pull request should be deployed.

We can quibble over percentages, but it's only for a few weeks anyway. After that SOTM Birmingham can be shown 100% of the time.

If you would ask me: 

- For requests coming from North America: yes.
- For request coming from the rest of the world I would go for 100% SotM Birmingham, since SotM-US is a regional event.
