[Openstreetmap-dev] API: I get a 404 not found with "newsegment"

Noticed this morning that the "newsegment" API call gives me a 404 not found.
The XML seems to be sensible so I'm guessing it's a server error.

<osm version='0.2'>
<segment from='254452' to='301584'  
tags='foot=yes;horse=yes;bike=yes;car=yes;class=primary'/>
</osm>

where 254452 and 301584 are OK nodes.

I can add nodes, move nodes, delete things OK.
