[Openstreetmap-dev] likelihood of getting street segments out of the api?

so, map bundles come out of a bbox that is
'minx,miny,maxx,maxy'

but tracks come out of a bbox that is
'miny,minx,maxy,maxx'

? 
this seems to be the behaviour i'm getting.
i think this wouldnt make sense even if it was documented ;P
