Yes, I'm working on it. There will be a pull from both sides here. Those
that want a degree of structure that ensures compatibility and those that
want flexibility so that anything within reason goes. I believe we can reach
a level which achieves both although some limits are likely just to keep
everything within sensible limits.

I spend a lot of my working day (when not distracted by OSM ;)) writing
technical specifications. When doing so, the clever approach is not to
prescribe what shall or shall not be permissible but what the performance
should be. What I'll throw out to you all shortly for comment will be a
performance based schema not a prescriptive one.
