[Openstreetmap-dev] Line Segments without Streets are Streets?

Hi,

in former 0.1 times, all lines were tracks. This was because GPX does
not know a two-point "line segment".

Since 0.2, there are no tracks anymore but only line segments. Every
line segment seems to be considered by the applet as a
one-segment-street (at least, people start to give name-tags that are
street names).

In future (I hope soon) we will have line segments and tracks.


Now my question: Is it the intention, that line segments without tracks
(streets) exist? Or will the applet try to convince people to create
street data elements of every one-segment-street? 

To ask in another way: Will a street that consist only of one connection
between two points typically represented by a line segment or by a track
which has only one line segment?
